New contract for the monitoring of the 10th EDF Energy Facility PDF Print E-mail

The awarded projects from the call for proposals launched at the end of 2009 have begun signing their contracts and are gradually entering into their start-up phase. A new 4 year contract has been signed with Danish Energy Management for the Monitoring of the Energy Facility Projects financed under the 10th EDF.

The purpose is to assist the European Commission (and relevant Units and Delegations) and the ACP Secretariat in the monitoring of these projects, assuring the measurement and follow up of the performance of the projects and the achievement of the objectives of the Energy Facility. A new team in charge of implementing this contract is operational since 1st September: Ms. Mercedes Marin, as Team Leader, and Ms. Anise Sacranie as Administrative Assistant. Mercedes will be gradually getting in contact with Delegations and projects in order to start the activities. The main activities foreseen under this contract are:

  • Assessment of the logical frameworks of the projects to ensure that their impact can be measured;
  • Definition of a monitoring plan for each project to be agreed with all parties;
  • Development of a guide for monitoring energy projects;
  • Continuous help-desk for Delegations on monitoring the EF projects via systematic review of their interim reports and support for their improvement;
  • Development of a monitoring system that will be consulted by Delegations through internet;
  • Helpdesk to support project implementation bodies and delegations for questions related to the EF projects and topics related to Energy (access, technology, management);
  • Implement on-demand ad-hoc missions to support Delegations or implementation bodies;
  • Organization of regional conferences for networking/information/communication;
  • Revision of phasing out plans for each project.
