The ACP-EU Energy Facility was established in 2005 to co-finance projects on increasing access to modern and sustainable energy services for the poor in African, Caribbean and Pacific (ACP) countries. With the first Energy Facility (EFI), 74 projects were contracted for a total amount of €196 M, with total project cost of €430M. A second Energy Facility (EFII), with a total budget of €200 million, has been established for the period 2009-2013. A €100 million call for proposals, launched in November 2009, resulted in the selection of 65 projects for funding.

The project is called "Dotacion de Energia Renovable a Comunidades Rurales de Moca". The overall purpose of the project is to install solar energy systems to reduce the absence and/or instability of electric services in various households, in rural areas of the Espaillat province in the Dominican Republic. The project has improved the quality of life for the residents of 14 poor communities, with a total of about 500 families and 35 community centers, in the Espaillat province.
Sustainable Energy Service for Rural Isolated populations through Micro-grids based on renewable energy on the island of Santa Antao (Cape Verde). This project was a collaboration between several partners from both academia, the private and the public sector. The intend was to improve the electrification of the isolated communities of Tarrafal and Monte Trigo in Cape Verde.
The Rural Electrification Programme is based on Renewable Energy Sources (Renewable PER). The programme was proposed and carried out to contribute to the development of poor rural areas in the Dominican Republic. The purpose was to use sustainable electrification and use of different forms of renewable energy, to improve peoples' quality of life and reduce the dependency on oil.
